New York Advocates Urge Full-Funding of Universal Preschool in NY School Finance Case

An amicus brief filed on behalf of two child advocacy groups in New York City's on-going school finance case, Campaign for Fiscal Equity, Inc., v. State of New York, argues that the State of New York must provide full access to universal pre-kindergarten as part of its constitutional duty to provide every child with the opportunity for a sound basic education. The brief, filed on September 20, 2004, on behalf of Child Care, Inc., and Schuyler Center for Analysis and Advocacy, urges the court to direct the State to incorporate full funding for universal preschool into the state school funding formula so that every three- and four-year-old has access to high quality pre-kindergarten. The brief presents national and New York state research on the individual and societal benefits of preschool education. It also cites New Jersey's Abbott v. Burke decision, which mandated universal preschool in that state's thirty lowest wealth districts, as legal precedent to guide the court's decision.
